I use Photoshop and use their pencil tool to make the pixel borders & the timeline to make them animated. There are probably plenty of better programs out there if it’s only buttons you’re interested in making!
i use dis https://pastecode.io/s/bse8et3u the scale is set to x4 but you can change it to 1 for a pure 88x31 button. i could def do the same thing with photoshop but styling in css is kinda fun. to avoid quality loss i think it literally just has to be pixel art

Aseprite! It's on steam. Vv easy to make animated gifs from scratch.
