i get that issue whenever i update my CSS, leads to me having to hard refresh both the CSS page and the page i wanted to update orz

i always hard refresh on neocities to see my updates, though i only need to do it on the page itself usually o3o
I'm going to make a silly page where it's a bunch of Ralts and when you hover on it, it'll have a funny name. I'm thinking of trying to find a way to have a submission box for their own funny ralts - any suggestions on a questbook/chat-thing that allows images
