You really only tip when the site itself is something you want to keep a certain project going(Such as an image board or a Win99 emulator), or you just want to see someone use those funds to further the education of their web design studies.

money money moolah. you can connect a PayPal to your Neocities account and people will then have the option to tip you money. it's optional and turned off by default so that's why most sites don't have it. the ones that do have a big green button next to the Follow buttons and such
