Netiquette Fact: Cyberbullying and Online Harassment are real issues and admins and web-hosts shouldn't diminish or denigrate users by name publicly to other users. Banning problem users or adjusting your rules is enough you don't need to flame specific users by name in the chat. That's behavior that encourages feeling negative towards total strangers; it's the first steps towards organized harassment campaigns.

Call it out when you see it and warn others to stay away from environments that passively/actively encourage harassment of other internet users.
